Position Overview:
The Lead Procurement Specialist holds a pivotal role in overseeing and managing procurement activities within the framework of the Individual Purchase Agreement (IPA) Blanket Purchase Agreement (BPA). This position requires a seasoned professional with substantial hands-on experience in procurement planning, document preparation, evaluation panel management, and team leadership. The Lead Procurement Specialist will play a crucial role in advising foreign country counterparts and ensuring the successful execution of procurement processes in alignment with multilateral aid agency procurement procedures.
Key Responsibilities:
- Procurement Planning and Documentation:
– Develop and implement procurement plans in compliance with international procurement regulations and best practices.
– Prepare solicitation documents, including requests for proposals (RFPs), invitations to bid (ITBs), and tender documents.
– Ensure that procurement documentation is comprehensive, accurate, and aligned with the objectives of the IPA BPA(s).
– Apply expertise in procurement methodologies and techniques to streamline the planning and documentation processes.
- Management of Evaluation Panels:
– Lead and manage evaluation panels responsible for assessing bids and proposals submitted in response to procurement solicitations.
– Oversee the evaluation process, ensuring fairness, transparency, and adherence to established criteria.
– Provide guidance to evaluation panel members, fostering a collaborative and efficient evaluation process.
– Ensure that evaluation outcomes are well-documented and facilitate decision-making.
- Advisory Role for Foreign Country Counterparts:
– Collaborate closely with foreign country counterparts to provide expert advice on procurement-related matters.
– Offer guidance on aligning procurement strategies with the objectives of the IPA BPA(s).
– Foster strong relationships and effective communication with foreign counterparts to enhance collaboration and knowledge sharing.
- Team Leadership and Management:
– Manage and lead teams of procurement experts, ensuring timely and high-quality delivery of procurement services.
– Set clear expectations and goals for team members, providing mentorship and support as needed.
– Promote a culture of excellence, professionalism, and continuous improvement within the procurement team.
– Monitor team performance and implement strategies for optimizing team efficiency.
- Language Proficiency:
– Must be fluent in English (or French if applicable). Separate experts may be proposed for each language based on project requirements.
- International Certifications (Preferred):
– Possession of international certifications such as the Project Management Professional (PMP) or Chartered Institute of Procurement & Supply (CIPS) is preferred, though not required.
Qualifications and Requirements:
– A minimum of five (5) years of hands-on experience in procurement planning, solicitation document preparation, evaluation panel management, and team leadership.
– Demonstrated expertise in managing procurement processes in accordance with multilateral aid agency procurement procedures.
– Strong knowledge of international procurement regulations and best practices.
